Minutes of the Regular Meeting
November 18, 2015
Call to Order: A regular meeting of the Board of Trustees of the Huntley Area Public Library District was held in the Program Room at the Huntley Area Public Library District, 11000 Ruth Road, Huntley, IL 60142 on November 18, 2015. The meeting was called to order at 7:00 p.m. by President Pilat.

Public Comments: There were no public comments.
Secretary’s Report: Jorgensen motioned, Christiansen seconded that the Board approve the minutes of the Regular Meeting held on October 21, 2015 as amended. All Ayes. No Nays. Motion carried.
Threadgill-Smith motioned, Jorgensen seconded that the Board approve the minutes of the Policy and Personnel Committee Meeting held on November 3, 2015. All Ayes. No Nays. Motion carried.
Financial Reports and Checks: Christiansen motioned, Maravilla seconded that the Board approve the Financial Report for FY 15/16 as of October 31, 2015 and the October 2015 & November 2015 month-to-date disbursements in the total amount of $149,653.32 as presented. Roll call votes were: Cannalte-Aye, Christiansen-Aye, Jorgensen-Aye, Maravilla-Aye, Moore-Aye, Pilat-Aye and Threadgill-Smith-Aye. All Ayes. No Nays. Motion carried.
Monthly Income/Expense Report (Discussion): There was no discussion.
Librarian’s Report: Presented by Novak.
Personnel: 12 of the library’s staff attended the first aid training on November 17, 2015 and became certified to perform basic first aid when needed.
Facilities/Operations: This year’s tax levy reflects a 4.9% increase over last year’s tax extension and is not subject to a Truth in Taxation hearing or black border notice publication. This year’s PTELL increase is 0.8%. The library now subscribes to hoopla. Hoopla is a digital collection of movies, television shows, audiobooks, eBooks, comics and full music albums available for library patrons to stream on their mobile device or PC. The Board would like the farm scene rug to remain in storage. If building space changes in the future, this rug can be returned in the library as it was originally intended in the Children’s area.
Community/Fundraising: The Huntley Fire Department recently established a building occupancy of 210 people. In an effort to meet this restriction, the Very Merry Huntley celebration has become a ticketed event this year. There will be three sessions, offering 200 tickets per time slot. Session times will be: 3 pm-4:30 pm, 5 pm-6:30 pm and 7 pm-8:30 pm. The maintenance staff will be removing some tables and chairs to increase the building capacity to accommodate 240 people (200 visitors plus staff/Board). This is an experiment and the library will review the events of the night to determine how best to host the event next year.
Circulation/Program Usage: There was no additional report.
RAILS Library System Report: There was no additional report.
Policy & Personnel: A meeting was held on November 3, 2015 at 6:30 p.m. to discuss the Director’s Goals. A meeting has been tentatively scheduled for December 16, 2015 at 6:30 p.m. to discuss the Internet Policy and Library Card Policy.
Finance: Novak will email the cost of painting the accent wall, behind the Reference desk, with his Friday update to the Board.
Facilities: The Board would like Novak to go through the items currently in storage to determine what can be thrown out. The contract with Mueller Ornamental Iron Works, Inc., to repair the emergency stairwell, has been signed locking in the price. The project will be completed in the spring of 2016.
Community Outreach: There was no report.
Friends’ Liaison: Presented by Smith. The Holiday Basket Fundraiser will begin on November 20th. Tickets will be on sale through December 15th. The Friends provided breakfast for the library staff on November 18th. The December 2015 Book Sale will be held on December 4th.
Levy Ordinance, Ordinance 2015-4: Jorgensen motioned, Moore seconded that the Board approve Levy Ordinance 2015-4: An Ordinance Providing for the Levying and Assessment of Taxes by the Huntley Area Public Library District, McHenry and Kane Counties, Illinois, for the Fiscal Year Beginning July 1, 2015 and Ending June 30, 2016 as presented. Roll call votes were: Cannalte-Aye, Christiansen-Aye, Jorgensen-Aye, Maravilla-Aye, Moore-Aye, Pilat-Aye and Threadgill-Smith-Aye. All Ayes. No Nays. Motion carried.
There is no additional information to report regarding the library using vacant space on the 2nd floor of the Village of Huntley Municipal Complex at the west end.
In August 2014, the Board approved the installation of test cameras to be placed at the book drops or in the hallway to the Children’s area. To date, two library surveillance cameras have been installed at Circulation to capture the front entry and fireplace area/Information desk area. Due to hard drive storage requirements, the library doesn’t currently have the hard drive storage capacity to install additional cameras. Maravilla asked if one of the two cameras currently in use can be used in the Children’s area for security reasons since that department is more isolated. The Board decided to leave the cameras where they currently are and requested Novak to report on a hard drive storage solution, timing and cost to get a third camera installed in the Children’s area.

Upcoming Dates: The next Regular Monthly Board Meeting of the Board of Trustees will be Wednesday, December 16, 2015 at the Huntley Area Public Library District at 7:00 p.m.
Huntley Community School District 158 Library Cards: Cannalte would like the Board to consider issuing library cards for the Huntley Community School District 158 staff members. Not all Huntley High School staff members are residents of the Village of Huntley and some staff members can’t obtain a library card from the district they reside in. The Board is interested in creating a policy for eligible teachers with restrictions. The Board requested Novak put together a draft policy after investigating what the policy needs to include.
Per Capita Grant, Serving Our Public Chapter 5 Review: As required as a part of the library’s FY 2015-2016 Per Capita Grant application through the State of Illinois, the Board reviewed Chapter 5, “Technology” of Serving Our Public 3.0: Standards for Illinois Public Libraries, 2014 and discussed the library’s progress toward meeting the standards.
Threadgill-Smith left at 8:25 p.m.
Exterior Library Sign: Instead of a ground sign near the driveway, the Communications & Marketing Department investigated signage to be placed directly on the building. The cost to install the sign on the front of the building above the main entrance, without pricing from an electrician for the backlighting, is $6,653. The Board prefers not to have the current logo on the sign and the sign is only visible from one direction. The Board would like Novak to communicate with the Village of Huntley to inquire if they are willing to partner with the library on a variance or to apply for a grant for a ground sign.
