Minutes of the Regular Meeting 

November 15, 2017 


Call to Order:  A regular meeting of the Board of Trustees of the Huntley Area Public Library District was held in the Program Room at the Huntley Area Public Library District, 11000 Ruth Road, Huntley, IL 60142 on November 15, 2017.  President Threadgill-Smith called the meeting to order at 5:31 p.m. 


Trustees Present:Chris Budzynski, Sean Cratty, Shannon McKibben, David Moore, Marjorie Smith and Leslie Threadgill-Smith 

Trustees Absent:David Novalinski 

Library Staff Present:  Frank Novak, Library Director; Loralei Getty, Business Manager; Pamela Kampwerth, Head of Circulation and Outreach Services; Deborah Luetscher, Head of Youth Services, Leigh Ann Porsch, Head of Marketing and Public Relations 

Visitors Present:  None  

Public Comments:  None 

Secretary’s Report:  McKibben motioned, Smith seconded that the Board approve the minutes of the Regular Meeting held on October 18, 2017 as presented.  All Ayes.  No Nays.  Motion carried. 

Financial Reports and Checks:  Cratty motioned, Budzynski seconded that the Board approve the checks and financial report for October 2017 as presented.  Roll call votes were:  Budzynski-Aye, Cratty-Aye; McKibben-Aye; Moore-Aye, Smith-Aye and Threadgill-Smith-Aye.  All Ayes.  No Nays.  Motion carried.  Moore asked for information regarding the following checks: 

Check #25727 payable to Groot, Inc. – vendor services the library at least once a week. 

Check #25728 payable to Huntley Fire Protection District – for first aid classes. 

Check #25730 payable to Illinois Dept. of Central Mgmt. Services – for internet access service. 

Check #25747 payable to Nicor – vendor invoices the library monthly. 

Monthly Income/Expense Report (Discussion):  Trustees reviewed the Income/Expense Report-October 2017 and there were no questions. 

Librarian’s Report:  Presented by Novak. 

Department Head Presentation-Deborah Luetscher, Head of Youth Services:  Debbie has worked at the library since August 2000.  She has a Masters in Library Science degree from Dominican University.  As Head of Youth Services, Debbie is responsible for the operation of the Youth Services Department which in comprised of 6 staff members (3 full-time and 3 part-time).  In general, Debbie oversees and implements programs and services for children and families. 

As part of the library’s interior space reconfiguration project, some of the new shelving has been installed.  The old units are not available for sale because they are not safe.  Earlier this week, the Illinois House passed a “property tax freeze” covering a two-year period.  The bill did not pass the Senate because the session expired before that body could take action.  This legislation could be passed at a later point.  The library will continue to follow this legislation since public libraries are almost exclusively funded via property taxes.  The board retreat will be on Saturday, December 2 from 9 a.m. to 1 p.m. at Pinecrest.  There will be a continental style breakfast for the board and staff.  Topics for discussion will include a possible future referendum and the community survey results. 



Committee Reports: 

Policy & Personnel:  A meeting is scheduled after the Regular Board Meeting tonight to discuss the Service Animal Policy and the Library Lawn Use Policy. 

Finance:  There was no report. 

Facilities:  There was no report. 

Friends’ Liaison:  Presented by Kampwerth.  The Holiday Baskets are on display and tickets go on sale on Friday, November 17.  The Giving Tuesday plea will be going out soon.  The December book sale is scheduled for December 2-3. 


New Business: 

Levy Ordinance Adoption:  Cratty motioned, McKibben seconded that the Board approve Ordinance 2017-3: An Ordinance Providing for the Levying and Assessment of Taxes by the Huntley Area Public Library District, McHenry and Kane Counties, Illinois, for the Fiscal Year Beginning July 1, 2017 and Ending June 30, 2018 as presented.  Roll call votes were:  Budzynski-Aye, Cratty-Aye; McKibben-Aye; Moore-Nay, Smith-Aye and Threadgill-Smith-Aye.  Five Ayes.  One Nays.  Motion carried. 

February 9, 2018 and March 9, 2018 Library Closures:  McKibben motioned, Budzynski seconded that the Board approve closing the library on February 9, 2018 and March 9, 2018 to provide training to the staff for the new Polaris system.  All Ayes.  No Nays.  Motion carried. 

Per Capita Grant Requirements Review:  As a part of the library’s FY 2017-2018 Per Capita Grant application through the State of Illinois, the Board reviewed Chapter 12, “Safety” of Serving Our Public 3.0: Standards for Illinois Public Libraries, 2014 and Novak distributed the Huntley Area Public Library District Emergency Response Plan.  The Board would like the library to practice code red drills.  The Board reviewed Chapters 1-5 of the Trustees Facts File, 3rd Edition and viewed a video called Run, Hide, Fight. 

Old Business:  The sign-up sheet was passed around for trustees who are available to meet and greet the public attending the Very Merry Huntley event on December 1, 2017. 

Executive Session:  There was no Executive Session. 

Items from Executive Session for Action:  None. 

Upcoming Dates:  The next Regular Monthly Board Meeting of the Board of Trustees will be Wednesday, December 20, 2017 at the Huntley Area Public Library District at 5:30 p.m. 

Board Discussion:  There was no discussion. 

Adjourn:  Moore motioned, Cratty seconded to adjourn the meeting at 6:09 p.m.  All Ayes.  No Nays.  Motion carried.
