Minutes of the Regular Meeting

August 17, 2022

 

 

 

Call to Order: A regular meeting of the Board of Trustees of the Huntley Area Public Library District was held in Program Room 1 at the Huntley Area Public Library District, 11000 Ruth Road, Huntley, IL 60142 on August 17, 2022. President Budzynski called the meeting to order at 5:30 p.m.

Attendance:

Trustees Present: Vito Benigno, Chris Budzynski, Sean Cratty, Katie Kunde, Shannon McKibben, and Marjorie Smith

Trustees Absent: Leslie Threadgill-Smith

Library Staff Present: Frank Novak, Library Director; Loralei Getty, Business Manager

Visitors Present: None

Public Comments: There were no public comments.

Secretary’s Report: Cratty motioned, McKibben seconded that the Board approve the minutes of the Regular Meeting held on July 20, 2022 as presented. All Ayes. No Nays. Motion carried.

Financial Reports and Checks: McKibben motioned, Kunde seconded that the Board approve the checks and financial report for July 2022 as presented. Roll call votes were: Benigno-Aye; Budzynski-Aye; Cratty-Aye; Kunde-Aye; McKibben-Aye; and Smith-Aye. All Ayes. No Nays. Motion carried.

Approval of Semi-Annual Treasurer’s Report: Benigno motioned, Cratty seconded to approve the Semi-Annual Treasurer’s Report: January-June 2022 as presented. Roll call votes were: Benigno-Aye; Budzynski-Aye; Cratty-Aye; Kunde-Aye; McKibben-Aye, and Smith-Aye. All Ayes. No Nays. Motion carried.

Approval of Annual Treasurer’s Report: Benigno motioned, McKibben seconded to approve the Annual Treasurer’s Report: Fiscal Year Ending June 30, 2022 as presented. Roll call votes were: Benigno-Aye; Budzynski-Aye; Cratty-Aye; Kunde-Aye; McKibben-Aye, and Smith-Aye. All Ayes. No Nays. Motion carried.

Monthly Income/Expense Report (Discussion): Novak noted that as of July 31, 2022, Zions Bank is showing a balance of $417,461.41. The building project has not been closed out so this balance will get spent down over time. Novak is not concerned about government bond arbitrage. Trustees reviewed the Income/Expense Report-July 2022 and there were no questions.

Library Director’s Report: Presented by Novak. The Budget & Appropriations Ordinance legal notice needs to be published no less than thirty days prior to the hearing. Novak is proposing the hearing occur immediately before the next regular board meeting on September 21st. The Budget & Appropriations Ordinance, that is in the packet, is a sample and the numbers are not complete. Someone has inquired about board term limits and how to file. The next election will be held on April 4, 2023 and there will be four open board seats this election. The first date to circulate petitions is September 20, 2022 and the filing period will be December 12, 2022 through December 19, 2022. A minimum of 50 signatures will be needed for the Petition for Nomination. Novak thanked fnbo and the Friends Foundation for donating the gift of reindeer at the Very Merry Huntley. There are no updates regarding the monument sign. Paul Inserra, the library’s auditor, is completing the audit and Novak is anticipating Paul Inserra will have a presentation ready for the board in September.

Committee Reports:

Policy: There was no report.

Finance: There was no report.

Facilities: There was no report.

Friends’ Liaison: Presented by Smith. In July, corner books raised just over $1,500. Mini Links raised just over $2,000. The Holiday Basket committee will be meeting the first week in September. The Friends are preparing for Fall Fest.

New Business:

Set Hearing Date for Budget and Appropriation Ordinance: McKibben motioned, Kunde seconded that the hearing for the Budget and Appropriation Ordinance be held on September 21, 2022, at 5:30 p.m. Roll call votes were: Benigno-Aye, Budzynski-Aye, Cratty-Aye; Kunde-Aye, McKibben-Aye; and Smith-Aye. All Ayes. No Nays. Motion carried.

Old Business: Cratty suggested the library investigate providing passport services as an opportunity to capture revenue. Novak will research equipment requirements, training, staffing, etc. Benigno has used the drive-up window numerous times and has been very satisfied with the service provided.

Upcoming Dates: The next Regular Monthly Board Meeting of the Board of Trustees will be Wednesday, September 21, 2022 at 5:35 p.m.

Board Discussion: The Finance Committee is interested in meeting in the next month to review and discuss the Levy Ordinance. Following a discussion, the board doesn’t feel it is a good practice to waive the non-resident card fee for past board members. A person needs to live in the district. Teacher’s cards are the only exception.
