Minutes of the Regular Meeting

December 15, 2021

 

Call to Order: A regular meeting of the Board of Trustees of the Huntley Area Public Library District was held in the Temporary Meeting Room at the Huntley Area Public Library District, 11000 Ruth Road, Huntley, IL 60142 on December 15, 2021. President Budzynski called the meeting to order at 5:31 p.m.

Attendance:

Trustees Present: Vito Benigno, Chris Budzynski, Sean Cratty, Katie Kunde and Leslie Threadgill-Smith

Trustees Absent: Shannon McKibben and Marjorie Smith

Library Staff Present: Frank Novak, Library Director; Loralei Getty, Business Manager; Douglas Cataldo, Head of Marketing & Public Relations; Pamela Kampwerth, Head of Programming & Outreach Services

Visitors Present: None

Public Comments: There were no public comments.

Secretary’s Report: Benigno motioned, Cratty seconded that the Board approve the minutes of the Regular Meeting held on November 17, 2021 as presented. All Ayes. No Nays. Motion carried.

Financial Reports and Checks: Cratty motioned, Kunde seconded that the Board approve the checks and financial report for November 2021 as presented. Roll call votes were: Benigno-Aye; Budzynski-Aye; Cratty-Aye; Kunde-Aye and Threadgill-Smith-Aye. All Ayes. No Nays. Motion carried. A payment on 12/15/21 to Hoopla for $12,500 was for an advanced digital payment.

Monthly Income/Expense Report (Discussion): Trustees reviewed the Income/Expense Report-November 2021 and there were no questions.

Library Director’s Report: Presented by Novak. Due to some issues with one of the moving company’s representatives, the library terminated the current contract with Armstrong Relocation & Companies and hired Hallet Movers for the Phase 2 move. The pricing from Hallet Movers is less and the move will take less time. The library is looking for a company for the computer move. The furniture installation for Phase 2 begins on December 16th. The fencing will be removed beginning on December 27th. On January 3, 2022, the safety walls will come down, the curbs will be cut and benches installed. The Village of Huntley 2022 calendar features the library for July 2022 and September 2022. Kevin Stringer will start on December 28th as the Head of IT. The board and director will not be doing a review for purposes of the Per Capita Grant. Instead, the Illinois State Library says for purposes of the Per Capita Grant that, “The Library Director and the Board of Trustees shall review the entirety of Serving Our Public 4.0: Standards for Illinois Public Libraries.”

Committee Reports:

Policy: There was no report.

Finance: There was no report.

Facilities: There was no report.

Friends’ Liaison: Presented by Kampwerth. The Giving Tuesday plea raised $5,700. The Fall Basket Fundraiser raised $4,500. The Friends will have their first in person meeting in February.

New Business:

Board Meeting Dates for 2022: Threadgill-Smith motioned, Kunde seconded that the Board approve the Board Meeting Dates for 2022 as presented. All Ayes. No Nays. Motion carried.

Old Business: There was no Old Business.

Upcoming Dates: The next Regular Monthly Board Meeting of the Board of Trustees will be Wednesday, January 19, 2022 at 5:30 p.m.

Board Discussion:

January Board Ribbon Cutting: The small ribbon-cutting photo opportunity for the new building on January 19th will begin at 5:30 p.m. and the January Regular Board Meeting will begin at 6 p.m.

Post-Holiday/New Building Party: The library would like to plan a post-holiday & new building party on January 21, 2022 at 5:30 p.m. The event would be for staff, the board of trustees, Friends of the Library, volunteers, and the Library Yes committee members. Immediate family members are also invited. The party would be held at the library and food would be catered (for up to 300 guest) from Fork It Foods. There was a discussion about having this party prior to the grand opening to the community and felt these individuals deserved special recognition for their participation in the building project. There also was a discussion about having grazing tables during the COVID-19 pandemic. The planning committee for the party will be sure to have hand sanitizer, enforce masks and have additional tongs for serving the food. Cratty motioned, Benigno seconded that the Board approve the post-holiday/new building party, not to exceed $3,000. Roll call votes were: Benigno-Aye; Budzynski-Aye; Cratty-Aye; Kunde-Aye and Threadgill-Smith-Aye. All Ayes. No Nays. Motion carried.

New census numbers have been released and Huntley has seen a 10.8% increase from the 2010 census to the 2020 census.

Cataldo, Getty and Kampwerth left the meeting at 6:10 p.m.

Executive Session: Threadgill-Smith motioned, Benigno seconded for the Library Board to convene in an Executive Session at 6:10 p.m. under the exception of the Open Meetings Act ILCS Chapter 5, Act 120, Section 120/2, whether for purposes of approval by the body or semi-annual review of the minutes. Roll call votes were: Benigno-Aye; Budzynski-Aye; Cratty-Aye; Kunde-Aye and Threadgill-Smith-Aye. All Ayes. No Nays. Motion carried.

The Board left the Executive Session at 6:15 p.m.

Getty entered the meeting at 6:15 p.m.

Items from Executive Session for Action: Threadgill-Smith motioned, Benigno seconded that the Board release the following closed session minutes: December 18, 2019, December 16, 2020, May 19, 2021 and June 2, 2021. Roll call votes were: Benigno-Aye; Budzynski-Aye; Cratty-Aye; Kunde-Aye and Threadgill-Smith-Aye. All Ayes. No Nays. Motion carried.

Adjourn: Benigno motioned, Cratty seconded to adjourn the meeting at 6:19 p.m. All Ayes. No Nays. Motion carried.
