Minutes of the Regular Meeting 

April 20, 2022 

 

 

Call to Order:  A regular meeting of the Board of Trustees of the Huntley Area Public Library District was held in Program Room 1 at the Huntley Area Public Library District, 11000 Ruth Road, Huntley, IL 60142 on April 20, 2022.  President Budzynski called the meeting to order at 5:30 p.m. 

 

Attendance: 

Trustees Present:  Vito Benigno, Chris Budzynski, Sean Cratty, Katie Kunde, Shannon McKibben, Marjorie Smith and Leslie Threadgill-Smith 

Trustees Absent:  None 

Library Staff Present:  Frank Novak, Library Director; Loralei Getty, Business Manager; Pamela Kampwerth, Head of Programming & Outreach Services; Sergio Ramos, Head of Maintenance; Elizabeth Steffensen, Head of Public Services 

Visitors Present:  Alison Andrews, Wold Architects and Engineers 

Public Comments:  Alison Andrews, from Wold Architects and Engineers, presented modifications for a solution for the drive-up and book drop issues.  With the current elevation and concrete curb, the book drop and call button are out of reach for standard users.  As a solution for the book drop, Andrews is recommending to eliminate the concrete curb, lower the book drop and create a custom extension for the book drop.  Additional bollards will be added to protect the building and book shoot.  As a solution for the call button, Andrews is recommending to add a pedestal.  The anticipated project cost for these modifications would be $41,800.  The library would assume responsibility for approximately $7,500 of the project cost for the value-added items.  The value-added items consist of the customized extension piece and pedestal for the call button.  The drive-up window issues were realized when a standard user tried to use the drive-up book drop after the building project was completed.  Two board members voiced their disappointment with the need for modifications and the additional cost to the library.  The modification project will take a month for the work to be done.  The library staff will discuss how to handle book returns during the construction.  Andrews will look into if the drive-up window, call button and book return are ADA compliant.  The crosswalk curbs were designed by IDOT standards.  It would cost approximately $800 to modify the crosswalk curbs if done in conjunction with the drive-up window modification work.  Otherwise, the cost to modify the crosswalk curbs at another time would be more expensive.   

Secretary’s Report:  Kunde motioned, McKibben seconded that the Board approve the minutes of the Regular Meeting held on March 16, 2022 as presented.  Six Ayes.  No Nays.  One Abstain.  Motion carried. 

Financial Reports and Checks:  McKibben motioned, Threadgill-Smith seconded that the Board approve the checks and financial report for March 2022 as presented.  Roll call votes were:  Benigno-Aye; Budzynski-Aye; Cratty-Aye; Kunde-Aye; McKibben-Aye; Smith-Aye; and Threadgill-Smith-Aye.  All Ayes.  No Nays.  Motion carried 

Monthly Income/Expense Report (Discussion):  Trustees reviewed the Income/Expense Report-March 2022 and there were no questions. 

Library Director’s Report:  Presented by Novak.  The Village of Huntley has begun the Ruth Road construction project and it is scheduled to last through the end of next week.  The dual lanes exiting from  

the library onto Ruth Road will be blocked off to all traffic until the work is completed.  The southernmost lane will remain open and be used by vehicles that are both entering and exiting the library from Ruth Road.  Since the pedestrian crosswalk between the library and the strip mall to the west does not meet ADA requirements, the Village of Huntley has decided to remove it.  In the future, pedestrians will need to cross at the intersection of Ruth Road and Main Street. 

 

Committee Reports: 

Policy:  There was no report. 

Finance:  There was no report. 

Facilities:  Met on March 1, 2022 to discuss an exterior library sign. 

Friends’ Liaison:  Presented by Kampwerth.  Culver’s Fundraising Night raised $1,391.  The May Breakfast Fundraiser has already sold 164 tickets and received $2,000 in sponsorships.  Green and Clean Huntley Day is April 23rd.   

 

New Business:   

New Building Ribbon-Cutting Event and Summer Reading Club Kickoff:  The board agreed to have a public ribbon-cutting at noon on Wednesday, June 8th to celebrate the new building.  This is the same day as the kickoff for the library’s Summer Reading Program.  The Huntley Area Chamber of Commerce should be included. 

Old Business:  Add the director’s annual review to the May Regular Meeting Agenda. 

Upcoming Dates:  The next Regular Monthly Board Meeting of the Board of Trustees will be Wednesday, May 18, 2022 at 5:30 p.m. 

Board Discussion:  The Finance Committee will meet on Tuesday, May 10th at 4 p.m. to discuss a proposed higher, one-year staff wage increase and the FY 22-23 Working Budget.  Since the library is fine free, the board doesn’t feel the library needs community book drops at this time.  This item will remain open for discussion in the future. 

Executive Session:  There was no Executive Session.

Adjourn:  McKibben motioned, Cratty seconded to adjourn the meeting at 6:37 p.m.  All Ayes.  No Nays.  Motion carried.
