Minutes of the Regular Meeting

April 26, 2017

 

 

Call to Order:  A regular meeting of the Board of Trustees of the Huntley Area Public Library District was held in the staff lounge at the Huntley Area Public Library District, 11000 Ruth Road, Huntley, IL 60142 on April 26, 2017.  President Pilat called the meeting to order at 7:00 p.m.

Attendance:

Trustees Present:Chris Budzynski, Beverly Cannalte, Alissa Fewell, David Moore, Kathleen Pilat, Marjorie Smith and Leslie Threadgill-Smith

Trustees Absent:None

Library Staff Present:  Frank Novak, Library Director; Loralei Getty, Business Manager; Pamela Kampwerth, Head of Circulation and Outreach Services; Leigh Ann Porsch, Head of Marketing and Public Relations; Sergio Ramos, Head of Maintenance

Visitors Present:  None

Public Comments:  None

Secretary’s Report:  Cannalte motioned, Budzynski seconded that the Board approve the minutes of the Policy and Personnel Committee Meeting held on March 15, 2017 as amended.  All Ayes.  No Nays.  Motion carried.

Threadgill-Smith motioned, Cannalte seconded that the Board approve the minutes of the Regular Meeting held on March 15, 2017 as amended.  All Ayes.  No Nays.  Motion carried.

Financial Reports and Checks:  Smith motioned, Budzynski seconded that the Board approve the checks and financial report for March 2017 as presented.  Roll call votes were:  Budzynski-Aye, Cannalte-Aye; Moore-Aye, Pilat-Aye, Smith-Aye and Threadgill-Smith-Aye.  All Ayes.  No Nays.  Motion carried.

Monthly Income/Expense Report (Discussion):  After reviewing the Income/Expense Report-March 2017, Novak stated there are no budgetary concerns.

Librarian’s Report:  Presented by Novak.

Personnel:  Library Board Election Results:

Smith, Cratty

An incoming board member will be asking the Board to consider changing its regular meeting time and/or meeting night of the week.  Wednesday nights will not work because of a part-time job that happens once a week on Wednesday evening.

Facilities/Operations:  There was no need for a formal bidding process for lawn care services.  After reviewing the Landscape and Lawn Care Bids 2017, the library awarded the 2017 landscape and lawn care season to Lawn Care Services Sinaloa, LLC in the amount of $9,715 as presented.

Community/Fundraising:  There was no additional report.

Circulation/Program Usage:  There was no additional report.

RAILS Library System Report:  There was no additional report.

Committee Reports:

Policy & Personnel:  There was no report.

Finance:  A meeting has been scheduled for May 17 at 6:00 p.m. to discuss Fiscal Year 2017-2018 Working Budget-Draft 1.

Facilities:  There was no report.

Community Outreach:  There was no report.

Friends’ Liaison:  Presented by Smith.  The April book sale raised $964.  Culver’s Fundraising Night raised $945.  The Friends provided lunch to the library staff on April 11 in recognition of National Library Workers Day.  The Franklin D. Roosevelt Breakfast Fundraiser is scheduled for May 17.  Kathleen Carr from The Growing Scene, Inc. gave a presentation at the April Friends meeting.  Shop at The Growing Scene, Inc. May 19-21 and the Friends Foundation earns 10% of the proceeds from purchases when a certificate is presented.

New Business:

Fewell entered the meeting at 7:26 p.m.

Non-Resident Card Fee Calculation:  Threadgill-Smith motioned, Moore seconded that the board approve maintaining the existing rate for non-resident cards for a period of one year.  Roll call votes were:  Budzynski-Aye, Cannalte-Aye; Fewell-Aye, Moore-Aye, Pilat-Aye, Smith-Aye and Threadgill-Smith-Aye.  All Ayes.  No Nays.  Motion carried.

NIU Center for Governmental Studies Community Survey Proposal:  The board discussed conducting a community survey now and another community survey prior to a potential future referendum.  Budzynski motioned, Cannalte seconded that the Board move forward with the proposed survey from the NIU Center for Governmental Studies as presented for a telephone survey in the amount of $16,000.  Roll call votes were:  Budzynski-Aye, Cannalte-Aye; Fewell-Aye, Moore-Aye, Pilat-Aye, Smith-Aye and Threadgill-Smith-Aye.  All Ayes.  No Nays.  Motion carried.

Old Business:  There was no Old Business.

Upcoming Dates:  The next Regular Monthly Board Meeting of the Board of Trustees will be Wednesday, May 17, 2017 at the Huntley Area Public Library District at 7:00 p.m.

Board Discussion:

Nominating Committee and May 2017 Meeting:  Cannalte and Fewell will work with other board members to discuss possible board positions.

Exterior Library Sign:  Library sign materials have been submitted to the Village of Huntley for consideration and approval.  The library has not received notification from the village yet.

May 2017 Finance Committee Meeting-Working Budget Draft:  A meeting has been scheduled for May 17 at 6:00 p.m. to discuss Fiscal Year 2017-2018 Working Budget-Draft 1.

Executive Session:  Cannalte motioned, Budzynski seconded for the Library Board to convene in an Executive Session at 8:00 p.m. under the exception of the Open Meetings Act ILCS Chapter 5, Act 120, Section 120/2 for the purpose of discussing the performance and compensation of a specific employee of the public body lawfully closed under this act.  Roll call votes were:  Budzynski-Aye, Cannalte-Aye; Fewell-Aye; Moore-Aye, Pilat-Aye; Smith-Aye and Threadgill-Smith-Aye.  All Ayes.  No Nays.  Motion carried.

The board came out of the Executive Meeting at 9:55 p.m.

Items from Executive Session for Action:  Budzynski motioned, Moore seconded that Director Novak receive a 2% salary increase, effective on his anniversary date.  Roll call votes were:  Budzynski-Aye, Cannalte-Aye; Fewell-Aye; Moore-Aye, Pilat-Aye; Smith-Aye and Threadgill-Smith-Aye.  All Ayes.  No Nays.  Motion carried.

Adjourn:  Fewell motioned, Cannalte seconded to adjourn the meeting at 10:10 p.m.  All Ayes.  No Nays.  Motion carried.
