Minutes of the Regular Meeting

August 18, 2021

Call to Order: A regular meeting of the Board of Trustees of the Huntley Area Public Library District was held in the Temporary Meeting Room at the Huntley Area Public Library District, 11000 Ruth Road, Huntley, IL 60142 on August 18, 2021. President Budzynski called the meeting to order at 5:30 p.m.

Attendance:

Trustees Present: Vito Benigno, Chris Budzynski, Sean Cratty, Katie Kunde, Shannon McKibben, Marjorie Smith and Leslie Threadgill-Smith

Trustees Absent: None

Library Staff Present: Frank Novak, Library Director; Loralei Getty, Business Manager; Pamela Kampwerth, Head of Programming; Jaime Lopez, Head of IT

Visitors Present: None

Cratty entered the meeting at 5:31 p.m.

Public Comments: There were no public comments.

Secretary’s Report: Benigno motioned, Smith seconded that the Board approve the minutes of the Regular Meeting held on July 21, 2021 as presented. All Ayes. No Nays. Motion carried.

Financial Reports and Checks: Threadgill-Smith motioned, McKibben seconded that the Board approve the checks and financial report for July 2021 as presented. Roll call votes were: Benigno-Aye, Budzynski-Aye; Cratty-Aye; Kunde-Aye, McKibben-Aye; Smith-Aye and Threadgill-Smith-Aye. All Ayes. No Nays. Motion carried.

Approval of Semi-Annual Treasurer’s Report: McKibben motioned, Smith seconded to approve the Semi-Annual Treasurer’s Report: January-June 2021 as presented. Roll call votes were: Benigno-Aye; Budzynski-Aye; Cratty-Aye; Kunde-Aye; McKibben-Aye, Smith-Aye and Threadgill-Smith-Aye. All Ayes. No Nays. Motion carried.

Approval of Annual Treasurer’s Report: Benigno motioned, Cratty seconded to approve the Annual Treasurer’s Report: Fiscal Year Ending June 30, 2021 as presented. Roll call votes were: Benigno-Aye; Budzynski-Aye; Cratty-Aye; Kunde-Aye; McKibben-Aye, Smith-Aye and Threadgill-Smith-Aye. All Ayes. No Nays. Motion carried.

Monthly Income/Expense Report (Discussion): Trustees reviewed the Income/Expense Report-July 2021 and there were no questions.

Library Director’s Report: Presented by Novak. Jaime Lopez introduced himself to the board. Jaime joined the library’s team of Department Heads on June 7, 2021 as the Head of IT. The library will be closed to the public October 11 – 19 for exterior work to be done. The library will reopen on October 20th. On August 11th, a painter using a scissor lift sheared off a sprinkler head on the west end of the original building and water sprayed out of the hole. There was no damage to the ceiling or walls but they needed to be painted again. A technician repaired the damaged sprinkler head within a matter of a few hours so the library did not have to have a fire watch. The Huntley Police Department will not enforce mask requirements implemented by businesses. Staff have a choice to refuse providing service if a patron refuses to follow library policy by not masking while inside the building. Once a person is properly masked, services will be provided. Included in this month’s packet is a tentative Budget and Appropriations Ordinance for FY21-22. Novak is asking that the board set the hearing for September 15th at 5:30 p.m. The regular board meeting would begin at 5:45 p.m. As required by law, the hearing notice was published in the newspaper and a copy of the tentative ordinance is available for the public to review at the front desk. The library received our Per Capita Grant in the amount of $57,868.68. The grant was funded at $1.475 this year. In past years, the grant was funded at $1.25 per capita. The library is still in the process of moving library assets from BMO Harris Bank to FNBO. Earlier this month, Novak physically went to the Kane County Treasurer’s Office to make all of the changes and there will be a one-month delay before these changes are effective.

Committee Reports:

Policy: There was no report.

Finance: There was no report.

Facilities: There was no report.

Friends’ Liaison: Presented by Kampwerth. The first in-person general meeting in August has been changed to a meeting via Zoom because of the resurgence of COVID-19. Also due to COVID-19, the Friends are not sure if Fall Fest will happen. The Friends have raised $14,000 so far this year. The book sales are raising $1,500 per month.

New Business:

Set Hearing Date for Budget and Appropriation Ordinance: Cratty motioned, McKibben seconded that the hearing for the Budget and Appropriation Ordinance be held on September 15, 2021 at 5:30 p.m. Roll call votes were: Benigno-Aye, Budzynski-Aye, Cratty-Aye; Kunde-Aye, McKibben-Aye; Smith-Aye and Threadgill-Smith-Aye. All Ayes. No Nays. Motion carried.

Old Business: There was no Old Business.

Upcoming Dates: The next Regular Monthly Board Meeting of the Board of Trustees will be Wednesday, September 15, 2021 at 5:45 p.m.

Board Discussion: Threadgill-Smith motioned, Kunde seconded to approve the revised Public Computer Use Guidelines for the policy manual. Roll call votes were: Benigno-Aye, Budzynski-Aye, Cratty-Aye; Kunde-Aye, McKibben-Aye; Smith-Aye and Threadgill-Smith-Aye. All Ayes. No Nays. Motion carried.

Executive Session: There was no Executive Session.
