Minutes of the Regular Meeting

August 19, 2020

Call to Order: A regular meeting of the Board of Trustees of the Huntley Area Public Library District was held in the Program Room at the Huntley Area Public Library District, 11000 Ruth Road, Huntley, IL 60142 on August 19, 2020. President Budzynski called the meeting to order at 5:30 p.m.

Attendance:

Trustees Present: Vito Benigno, Chris Budzynski, Sean Cratty, Shannon McKibben, David Novalinski, Marjorie Smith and Leslie Threadgill-Smith

Trustees Absent: None

Library Staff Present: Frank Novak, Library Director; Loralei Getty, Business Manager; Pamela Kampwerth, Head of Circulation and Outreach Services

Visitors Present: None

Public Comments: There were no public comments.

Secretary’s Report: McKibben motioned, Novalinski seconded that the Board approve the minutes of the Regular Meeting held on July 15, 2020 as presented. All Ayes. No Nays. Motion carried.

Financial Reports and Checks: McKibben motioned, Cratty seconded that the Board approve the checks and financial report for July 2020 as presented. Roll call votes were: Benigno-Aye; Budzynski-Aye, Cratty-Aye; McKibben-Aye; Novalinski-Aye; Smith-Aye and Threadgill-Smith-Aye. All Ayes. No Nays. Motion carried.

Approval of Semi-Annual Treasurer’s Report: Cratty motioned, Novalinski seconded to approve the Semi-Annual Treasurer’s Report: January-June 2020 as presented. Roll call votes were: Benigno-Aye; Budzynski-Aye; Cratty-Aye; McKibben-Aye, Novalinski-Aye, Smith-Aye and Threadgill-Smith-Aye. All Ayes. No Nays. Motion carried.

Approval of Annual Treasurer’s Report: Novalinski motioned, Cratty seconded to approve the Annual Treasurer’s Report: Fiscal Year Ending June 30, 2020 as presented. Roll call votes were: Benigno-Aye; Budzynski-Aye; Cratty-Aye; McKibben-Aye, Novalinski-Aye, Smith-Aye and Threadgill-Smith-Aye. All Ayes. No Nays. Motion carried.

Monthly Income/Expense Report (Discussion): Novak explained the Revenue lines for Kane County and McHenry County, in the Income/Expense Report-July 2020, appear low because of the real estate tax distribution schedules.

Library Director’s Report: Presented by Novak. A copy of the tentative Budget and Appropriation Ordinance for the Fiscal Year 2020-2021 was included in this month’s packet. Novak would like to have the Budget and Appropriation Ordinance hearing on September 16th at 5:30 p.m. The Friends Foundation recently received a generous donation. The library will need to close from September 5th through September 14th, reopening again for business on September 15th, due to utility relocation. An updated version of Serving Our Public 4.0 will be distributed at the September Regular Board Meeting. After reviewing the new plans for the Youth Services area, risers have been removed. The audit findings will be presented at the September Regular Board Meeting. Novak is available to give board members a tour of the construction site after tonight’s meeting. Hard hats are required.

Committee Reports:

Policy: There was no report.

Finance: There was no report.

Facilities: There was no report.

Friends’ Liaison: Presented by Kampwerth. The Friends Foundation receive a $120,000 donation from the EFS Foundation. The EFS Foundation dissolved and this is the final donation the Friends will receive from them. The Friends will invest the money so they can continue to support library programming in the future. The Friends will receive 20% of all sales at Culvers in Huntley from 10 a.m. to 10 p.m. on September 8th. A few corner books are being sold.

New Business:

Set Hearing Date for Budget and Appropriations Ordinance (September 16, 2020): Threadgill-Smith motioned, Novalinski seconded that the hearing for the Budget and Appropriation Ordinance be held on September 16, 2020 at 5:30 p.m. All Ayes. No Nays. Motion carried.

Furniture Procurement Contract with Wold Architects and Engineers: McKibben motioned, Novalinski seconded that the Board approve hiring Wold Architects and Engineers to assist the library with the process of procuring and coordinating the furniture for the building project, not to exceed $25,000. Roll call votes were: Benigno-Aye; Budzynski-Aye; Cratty-Aye; McKibben-Aye, Novalinski-Aye, Smith-Aye and Threadgill-Smith-Aye. All Ayes. No Nays. Motion carried.

Old Business: There was no Old Business.

Upcoming Dates: The Budget and Appropriations Ordinance Hearing will be Wednesday, September 16, 2020 at 5:30 p.m. The next Regular Monthly Board Meeting of the Board of Trustees will be Wednesday, September 16, 2020 at 5:45 p.m.

Board Discussion: A drone operator has been flying a drone on and over library property, including over the construction site. In an update, the FAA does allow drones to fly over the library’s property. The library will not be filing a formal complaint.

Executive Session: Benigno motioned, Cratty seconded for the Library Board to convene in an Executive Session at 6:01 p.m. under the exception of the Open Meetings Act ILCS Chapter 5, Act 120, Section 120/2 for the purpose of discussing the annual review of the Library Director. Roll call votes were: Benigno-Aye; Budzynski-Aye; Cratty-Aye; McKibben-Aye; Novalinski-Aye; Smith-Aye and Threadgill-Smith-Aye. All Ayes. No Nays. Motion carried.

The Board left the Executive Session at 6:49 p.m.

Novak entered the meeting at 6:51 p.m.

Items from Executive Session for Action: Cratty motioned, Novalinski seconded to increase the Library Director’s salary 3.5% to $117,672.05 effective April 21, 2020 in connection with his annual performance review. Roll call votes were: Benigno-Aye; Budzynski-Aye; Cratty-Aye; McKibben-Aye, Novalinski-Aye, Smith-Aye and Threadgill-Smith-Aye. All Ayes. No Nays. Motion carried.

Adjourn: Threadgill-Smith motioned, Cratty seconded to adjourn the meeting at 6:55 p.m. All Ayes. No Nays. Motion carried.
