Minutes of the Regular Meeting 

August 21, 2019 

 

 

Call to Order:  A regular meeting of the Board of Trustees of the Huntley Area Public Library District was held in the Program Room at the Huntley Area Public Library District, 11000 Ruth Road, Huntley, IL 60142 on August 21, 2019President Budzynski called the meeting to order at 5:32 p.m. 

Attendance: 

Trustees Present:  Vito Benigno, Chris Budzynski, Sean Cratty, Shannon McKibben, David Novalinski, Marjorie Smith and Leslie Threadgill-Smith 

Trustees Absent:  None 

Library Staff Present:  Frank Novak, Library Director; Loralei Getty, Business Manager; Leigh Ann Porsch, Head of Marketing and Public Relations 

Visitors Present:  None 

Public Comments:  There were no public comments. 

Secretary’s Report:  Novalinski motioned, Smith seconded that the Board approve the minutes of the Executive Session held on December 19, 2018 as amended.  All Ayes.  No Nays.  Motion carried.  McKibben motioned, Threadgill-Smith seconded that the Board approve the minutes of the Executive Session held on April 17, 2019 as presented.  All Ayes.  No Nays.  Motion carried. Novalinski motioned, Cratty seconded that the Board approve the minutes of the Regular Meeting held on July 17, 2019 as presented.  All Ayes.  No Nays.  Motion carried. 

Financial Reports and Checks:  McKibben motioned, Cratty seconded that the Board approve the checks and financial report for July 2019 as presentedRoll call votes were:  Benigno-Aye; Budzynski-Aye; Cratty-Aye; McKibben-Aye, Novalinski-Aye, Smith-Aye and Threadgill-Smith-Aye.  All Ayes.  No Nays.  Motion carried.  The Chase Business Card to 24HourWristbands.Com for $120.98 was for hand fans distributed at the showing of Mary Poppins Returns. 

Approval of Semi-Annual Treasurer’s Report:  Novalinski motioned, Benigno seconded to approve the Semi-Annual Treasurer’s Report: January-June 2019 as presented.  Roll call votes were:  Benigno-Aye; Budzynski-Aye; Cratty-Aye; McKibben-Aye, Novalinski-Aye, Smith-Aye and Threadgill-Smith-Aye.  All Ayes.  No Nays.  Motion carried.   

Approval of Annual Treasurer’s Report:  Threadgill-Smith motioned, Novalinski seconded to approve the Annual Treasurer’s Report: Fiscal Year Ending June 30, 2019 as presented.  Roll call votes were:  Benigno-Aye; Budzynski-Aye; Cratty-Aye; McKibben-Aye, Novalinski-Aye, Smith-Aye and Threadgill-Smith-Aye.  All Ayes.  No Nays.  Motion carried.   

Monthly Income/Expense Report (Discussion): Trustees reviewed the Income/Expense Report-July 2019 and there were no questions. 

Library Director’s Report:  Presented by Novak. 

Our auditor, Paul Inserra, will present his audit at the September Regular Board Meeting.  Novak will present the Budget and Appropriations Ordinance for approval at the September Regular Board Meeting and is asking for a five-minute hearing period before the beginning of the regular meeting.  Novak requested the Facilities Committee meet to discuss setting change order and construction spending limits for the Library Director during the construction of the library addition.  In the August packet, Novak has included a draft letter to a patron notifying her of her suspension from the library for thirty days.  This patron has been selling or attempting to sell library materials to Half Price Books and Goodwill.  The Board can decide what, if any, would be an appropriate suspension period after that.  Novak presented a building program update. 

Committee Reports: 

Policy:  The committee met this evening at 5 p.m.  Some policies will be brought to the Board at the September Regular Board Meeting with minor revisions. 

Finance:  There was no report. 

Facilities:  A meeting has been tentatively scheduled for September 18, 2019 at 5 p.m. to discuss setting change order and construction spending limits for the Library Director during the construction of the library addition. 

Friends’ Liaison:  Presented by SmithThe Friends raised $1,400 at the August Book Sale.  The Fall Fest Book Sale will be September 20, 2019 through September 22, 2019.  The next Friends General Meeting will be on September 13, 2019 featuring a Local History presentation “Oh, My! Mayhem, Mischief and Mystery”. 

New Business:  

Closure Dates for Building Project Pre-Construction/Move:  Novalinski motioned, Cratty seconded that the Board approve closing the library October 16, 2019 through October 22, 2019 to install temporary walls, power and work areas for use during construction of the library additionAll Ayes.  No Nay.  Motion carried. 

Closure Dates for Building Project Pre-Construction/Move:  Benigno motioned, Novalinski seconded that the Board approve closing the library December 9, 2019 through December 15, 2019 to move stacks, materials and staff from the trailer space into the original library building.  All Ayes.  No Nay.  Motion carried. 

Very Merry Huntley Closure Date:  McKibben motioned, Threadgill-Smith seconded that the Board approve closing the library on December 6, 2019 for the Very Merry Huntley event.  All Ayes.  No Nay.  Motion carried. 

Estimate of Revenues for budget and Appropriation Ordinance and Hearing Set for Budget and Appropriation Ordinance:  Novalinski motioned, Threadgill-Smith seconded that the Board approve setting the hearing for the Budget and Appropriation Ordinance at 5:30 p.m. on September 18, 2019 with the September Regular Board Meeting beginning at 5:35 p.m.  All Ayes.  No Nay.  Motion carried.  

Old Business:  There was no Old Business.  

Upcoming Dates:  The next Regular Monthly Board Meeting of the Board of Trustees will be Wednesday, September 18, 2019 at the Huntley Area Public Library District at 5:35 p.m. 

Board Discussion:  There was no Board Discussion. 

Executive SessionThere was no Executive Session. 

Items from Executive Session for Action:  None. 

Adjourn:  Threadgill-Smith motioned, Cratty seconded to adjourn the meeting at 6:35 p.m.  All Ayes.  No Nays.  Motion carried.
