Minutes of the Regular Meeting 

February 20, 2019 

 

 Call to Order:  A regular meeting of the Board of Trustees of the Huntley Area Public Library District was held in the Program Room at the Huntley Area Public Library District, 11000 Ruth Road, Huntley, IL 60142 on February 20, 2019President Budzynski called the meeting to order at 5:31 p.m. 

Attendance: 

Trustees Present:  Chris Budzynski, Sean Cratty, Shannon McKibben, David Novalinski, Marjorie Smith and Leslie Threadgill-Smith 

Trustees Absent:  David Moore 

Library Staff Present:  Frank Novak, Library Director; Pamela Kampwerth, Head of Circulation and Outreach Services 

Visitors Present:  None 

Public Comments:  There were no public comments. 

Secretary’s Report:  Smith motioned, Cratty seconded that the Board approve the minutes of the Regular Meeting held on January 16, 2019.  All Ayes.  No Nays.  Motion carried 

Financial Reports and Checks:  Novalinski motioned, Threadgill-Smith seconded that the Board approve the checks and financial report for January 2019 as presented.  Roll call votes were:  Budzynski-Aye; Cratty-Aye, McKibben-Aye, Novalinski-Aye, Smith-Aye and Threadgill-Smith-Aye.  All Ayes.  No Nays.  Motion carried. 

Semi-Annual Treasurer’s Report:  McKibben motioned, Novalinski seconded that the Board approve the Semi-Annual Treasurer’s Report: July-December 2018 as presented.  Roll call votes were:  Budzynski-Aye; Cratty-Aye, McKibben-Aye, Novalinski-Aye, Smith-Aye and Threadgill-Smith-Aye.  All Ayes.  No Nays.  Motion carried. 

Monthly Income/Expense Report (Discussion): Trustees reviewed the Income/Expense Report-January 2019 and there were no questions. 

Library Director’s Report:  Presented by Novak. 

The Citizens for Library Yes will be meeting on March 5th at 2:30 p.m. at the library in the Program Room not on March 5th at 1:30 p.m. at the American Community Bank in Huntley as listed in the Library Director’s Report-February 2019.  The Illinois Senate approved a bill to increase the minimum wage to $15 by 2025.  Under this bill, the library would be impacted through part-time employees for approximately $10,000.  The public question will be on the ballot in April 2019. 

Committee Reports: 

Policy & Personnel:  There was no report. 

Finance:  There was no report. 

Facilities:  There was no report. 

Friends’ Liaison:  Presented by KampwerthThe mini-library built out of Lego bricks continues to growThe Culver’s of Huntley Fundraising Night will be on March 11th.  The Friends will wear say Yes! buttons promoting the building programThe next book sale will be the first weekend of April. 

New Business:  

By-laws Change:  Cratty motioned, Novalinski seconded that the Board approve moving the Executive Session and Items from Executive Session for Action to the end of the by-laws as presented.  Roll call votes were:  Budzynski-Aye; Cratty-Aye, McKibben-Aye, Novalinski-Aye, Smith-Aye and Threadgill-Smith-Aye.  All Ayes.  No Nays.  Motion carried.   

Approval of Library Closure:  McKibben motioned, Cratty seconded that the Board approve closing at 5 p.m. on the Wednesday before Thanksgiving.  All Ayes.  No Nays.  Motion carried.   

Review of Selection of Materials and the Use of Library Materials and Facilities:  The board reviewed Resolution 2014-1 with no changes.  Any patron of the Huntley Area Public Library District may request that a title be reconsidered by completing and submitting a Request for Reconsideration of Library Materials Form. 

Old Business:  There was no Old Business. 

Executive SessionThere was no Executive Session. 

Items from Executive Session for Action:  None 

Upcoming Dates:  The next Regular Monthly Board Meeting of the Board of Trustees will be Wednesday, March 20, 2019 at the Huntley Area Public Library District at 5:30 p.m. 

Board Discussion:  Overall, there has been good feedback from the community on social media regarding the building program.  Board presence is requested at the 2019 Huntley Home, Biz & Wellness Expo on Saturday, March 2nd from 9 a.m. to 4 p.m. 

Adjourn:  Threadgill-Smith motioned, Novalinski seconded to adjourn the meeting at 6:11 p.m.  All Ayes.  No Nays.  Motion carried.
