Minutes of the Regular Meeting
July 15, 2020
Call to Order: A regular meeting of the Board of Trustees of the Huntley Area Public Library District was held in the Program Room at the Huntley Area Public Library District, 11000 Ruth Road, Huntley, IL 60142 on July 15, 2020. President Budzynski called the meeting to order at 5:30 p.m.
Trustees Present: Vito Benigno, Chris Budzynski, Sean Cratty, Shannon McKibben, David Novalinski, Marjorie Smith and Leslie Threadgill-Smith
Trustees Absent: None
Library Staff Present: Frank Novak, Library Director; Loralei Getty, Business Manager; Pamela Kampwerth, Head of Circulation and Outreach Services; Deborah Luetscher, Head of Youth Services
Visitors Present: None
Public Comments: There were no public comments.
Secretary’s Report: Threadgill-Smith motioned, McKibben seconded that the Board approve the minutes of the Policy Committee Meeting held on June 17, 2020 as amended. All Ayes. No Nays. Motion carried.
Novalinski motioned, Benigno seconded that the Board approve the minutes of the Regular Meeting held on June 17, 2020 as presented. All Ayes. No Nays. Motion carried.
Financial Reports and Checks: McKibben motioned, Benigno seconded that the Board approve the checks and financial report for June 2020 as presented. Roll call votes were: Benigno-Aye; Budzynski-Aye, Cratty-Aye; McKibben-Aye; Novalinski-Aye; Smith-Aye and Threadgill-Smith-Aye. All Ayes. No Nays. Motion carried. Check #28078 payable to Deborah Luetscher for $1,150.52 is an employee reimbursement for summer reading prizes. Ms. Luetscher used her own personal credit card so the prizes could be purchased prior to the end of Fiscal Year 2019-2020. When the library credit card cannot be used and an employee makes a large purchase using their personal credit card, the reimbursement is processed as soon as the approved Employee Reimbursement Form is received by the Business Manager.
Monthly Income/Expense Report (Discussion): The distribution of bond revenue from Kane County and McHenry County has begun. The library will be collecting taxes for the bond from Kane County and McHenry County for the next 19 years. Due to the annual audit, there could be minor adjustments to the June 2020 financial reports.
Library Director’s Report: Presented by Novak. The library’s first bond payment installment is due in July. A drone operator has been flying a drone on and over library property, including over the construction site. This introduces an element of risk since the drone is flying directly over people on the ground. Drone operation is governed by the FAA and not local ordinances. The Huntley Police Department is looking into this situation and Gilbane has contacted the FAA as well as their own legal counsel for guidance on this matter. Novak would be happy to give board members individual tours of the construction site at an arranged time.
Policy: Met on June 17th and recommended the Communications and Media Relations Policy be presented to the Library Board of Trustees at a future regular board meeting.
Finance: There was no report.
Facilities: There was no report.
Friends’ Liaison: Presented by Kampwerth. Corner Books is now open. Culver’s of Huntley sent the Friends a check for $533 for the Culver’s Fundraising Night on March 31 that had to be cancelled. The Friends will be receiving a check from EFS tomorrow but the amount is unknown. The Friends will hold their first general meeting by Zoom on Friday.
Communications and Media Relations Policy Approval: This policy was reviewed by the Policy Committee last month and is ready for approval. Novalinski motioned, Cratty seconded that the Board approve the Communications and Media Relations Policy as presented. All Ayes. No Nays. Motion carried.
Non-Resident Card Fee Approval: Benigno motioned, Threadgill-Smith seconded that the Board approve the Non-Resident Card Fee at $260 per year for a family living outside of the library district. All Ayes. No Nays. Motion carried.
Old Business: There was no Old Business.
Upcoming Dates: The next Regular Monthly Board Meeting of the Board of Trustees will be Wednesday, August 19, 2020 at 5:30 p.m.
Board Discussion: The Board discussed expanding the services that the library currently provides to the public as early as July 20th, while still being mindful of the pandemic. The Board would like Novak and the Department Heads to devise a plan on how the library should proceed with providing more services to the public and let the Board know what they decide. The Library Director’s anniversary was in April 2020. Budzynski will email a review form to the other members for the purpose of initiating the Library Director’s annual review. There will be an Executive Session at the August Regular Board Meeting.
