Minutes of the Regular Meeting

July 18, 2018

 

Call to Order: A regular meeting of the Board of Trustees of the Huntley Area Public Library District was held in the Program Room at the Huntley Area Public Library District, 11000 Ruth Road, Huntley, IL 60142 on July 18, 2018. President Chris Budzynski called the meeting to order at 5:30 p.m.

Attendance:

Trustees Present: Chris Budzynski, Sean Cratty, Shannon McKibben, Marjorie Smith and Leslie Threadgill-Smith

Trustees Absent: David Moore, David Novalinski

Library Staff Present: Frank Novak, Library Director; Loralei Getty, Business Manager; Pamela Kampwerth, Head of Circulation and Outreach Services; Leigh Ann Porsch, Head of Marketing and Public Relations

Visitors Present: None

Public Comments: None

Secretary’s Report: McKibben motioned, Smith seconded that the Board approve the minutes of the Regular Meeting held on June 20, 2018 as presented. All Ayes. No Nays. Motion carried.

Financial Reports and Checks: Threadgill-Smith motioned, Cratty seconded that the Board approve the checks and financial report for June 2018 as presented. Roll call votes were: Budzynski-Aye; Cratty-Aye; McKibben-Aye, Smith-Aye and Threadgill-Smith-Aye. All Ayes. No Nays. Motion carried.

Monthly Income/Expense Report (Discussion): Trustees reviewed the Income/Expense Report-June 2018 and there were no questions or comments.

Librarian’s Report: Presented by Novak.

Chris Budzynski and Sean Cratty will examine the secretary’s minutes and other records for Fiscal Year 2017-2018 for the Illinois Public Library Annual Report (IPLAR). The IPLAR is due by August 31, 2018. The draft Budget and Appropriations Ordinance in the packet is an example and not accurate. Novak is working with legal counsel to firm up the language in the document should any bond issue occur in the future. Novak distributed the Public Policy Program handout and the Core Planning Group handout for the board to read. The general wage increase occurred for all staff, excluding the director, on July 1, 2018. The general increase is 1.5%. Novak will continue to explore the possibility of pooling health insurance with other local governmental bodies.

Committee Reports:

Policy & Personnel: There was no report.

Finance: There was no report.

Friends’ Liaison: Presented by Kampwerth. Minilinks will be on July 27. The next book sale will be on August 4-5. The Fall Fest book sale will be in September.

New Business:

Set Hearing Date for FY2018-2019 Budget and Appropriation: The legal notice of a public hearing on the Budget and Appropriation Ordinance has already been published for August 15, 2018 at 5:30 p.m. Smith motioned, McKibben seconded that the Board approve August 15, 2018 at 5:30 p.m. for the hearing date for the FY 2018-2019 Budget and Appropriations Ordinance. All Ayes. No Nays. Motion carried.

November 30th Closure for Very Merry Huntley: Cratty motioned, Threadgill-Smith seconded that the Board approve to close the library on November 30, 2018 to prepare for the Very Merry Huntley event. All Ayes. No Nays. Motion carried.

“Innovation Day”/Staff Institute Closure: Smith motioned, Cratty seconded that the Board approve to close the library on August 24, 2018 for a staff training day focusing on the building program. Four Ayes. One Nay. Motion carried.

Old Business/Unfinished Business: There was no Old Business/Unfinished Business.

Upcoming Dates: The next Regular Monthly Board Meeting of the Board of Trustees will be Wednesday, August 15, 2018 at the Huntley Area Public Library District at 5:35 p.m.

Board Discussion: The July 20 staff picnic was cancelled due to the poor weather forecast and has been tentatively rescheduled for September 14.

Executive Session: There was no Executive Session.

Items from Executive Session for Action: None.

Adjourn: McKibben motioned, Threadgill-Smith seconded to adjourn the meeting at 5:54 p.m. All Ayes. No Nays. Motion carried.
