Minutes of the Regular Meeting
March 17, 2021
Call to Order: A regular meeting of the Board of Trustees of the Huntley Area Public Library District was held in the Program Room at the Huntley Area Public Library District, 11000 Ruth Road, Huntley, IL 60142 on March 17, 2021. President Budzynski called the meeting to order at 5:30 p.m.
Trustees Present: Vito Benigno, Chris Budzynski, Marjorie Smith and Leslie Threadgill-Smith
Trustees Absent: Sean Cratty and Shannon McKibben
Library Staff Present: Frank Novak, Library Director; Loralei Getty, Business Manager; Pamela Kampwerth, Head of Circulation and Outreach Services
Visitors Present: There were no visitors.
Public Comments: There were no public comments.
Secretary’s Report: Budzynski motioned, Threadgill-Smith seconded that the Board approve the minutes of the Finance Committee Meeting held on February 17, 2021 as presented. All Ayes. No Nays. Motion carried.
Budzynski motioned, Benigno seconded that the Board approve the minutes of the Regular Meeting held on February 17, 2021 as presented. All Ayes. No Nays. Motion carried.
Financial Reports and Checks: Budzynski motioned, Benigno seconded that the Board approve the checks and financial report for February 2021 as presented. Roll call votes were: Benigno-Aye; Budzynski-Aye, Smith-Aye and Threadgill-Smith-Aye. All Ayes. No Nays. Motion carried. Check #28625 payable to Sergio Ramos for $5,040 is for appliances for the new building.
Monthly Income/Expense Report (Discussion): 7300-90 Utilities is increasing as the library continues to heat the new addition. Trustees reviewed the Income/Expense Report-February 2021 and there were no questions.
Library Director’s Report: Presented by Novak. Novak is in the process of reviewing resumes for the Head of IT position. Going forward, all board and committee meetings will take place in the Quiet Room located in the new addition.
Policy: There was no report.
Finance: There was no report.
Facilities: There was no report.
Friends’ Liaison: Presented by Kampwerth. The First Look Fundraiser raised approximately $3,000. Library Giving Day has raised $650 so far. The Culver’s of Huntley Fundraiser will be on March 29th. Growing Green Days will be in April. For the last quarter, AmazonSmile donated $115 to the Friends. The Friends host virtual board meetings every month.
Recommendation for Change of Banks for Library Operations: The Finance Committee discussed the library changing banks. The library currently banks with BMO Harris Bank and is looking to move our banking relationship with American Community Bank & Trust, First National Bank of Omaha (FNBO) or Heartland Bank and Trust Company due to customer service issues. The Finance Committee asked Novak to make a recommendation on a new banking relationship to the board at the March Regular Meeting. Novak recommends the library should change to FNBO for all banking needs. Sean Cratty is the Director of Retail Banking at FNBO and Treasurer on the Huntley Area Public Library District’s Board of Trustees. If there is a conflict of interest, Cratty will abstain from that vote. Threadgill-Smith does not think it is a good idea to have a Trustee/Treasurer of the board work at the banking institution the library will be changing to. Budzynski motioned, Smith seconded that the Board approve the transfer of the library’s banking relationship as recommended by Novak to FNBO. Roll call votes were: Benigno-Aye; Budzynski-Aye, Smith-Aye and Threadgill-Smith-Nay. Three Ayes. One Nay. Motion carried.
Library Board Vacancy: David Novalinski informed Novak that he has moved out of the library district and has resigned from the board. The board will be appointing someone to fill Novalinski’s unexpired term, which will be a full four years. Candidates should submit a statement of qualifications and background information to Novak by May 12th. Novak will present the candidates to the board at the May Regular Board Meeting. The library should present Novalinski with a plaque or certificate.
April Board Meeting Change: Discussion postponed until April 14, 2021.
Old Business: There was no Old Business.
Upcoming Dates: The next Tentative Regular Monthly Board Meeting of the Board of Trustees will be Wednesday, April 21, 2021 at 5:30 p.m.
Board Discussion: The 2021 Summer Reading Program theme will be Here We Grow. There is no new information to report regarding the COVID-19 vaccinations.
Executive Session: There was no Executive Session.
