Minutes of the Regular Meeting

November 16, 2016

Call to Order:  A regular meeting of the Board of Trustees of the Huntley Area Public Library District was held in the Program Room at the Huntley Area Public Library District, 11000 Ruth Road, Huntley, IL 60142 on November 16, 2016.  The meeting was called to order at 7:00 p.m. by President Pilat.

Attendance:

Trustees Present:   Chris Budzynski, Beverly Cannalte, David Moore, Kathleen Pilat, Marjorie Smith and Leslie Threadgill-Smith

Trustees Absent:    Alissa Fewell

Library Staff Present:  Frank Novak, Library Director; Loralei Getty, Business Manager; Pamela Kampwerth, Head of Volunteer and Outreach Services; Leigh Ann Porsch, Head of Marketing and Public Relations

Visitors Present:  None

Public Comments:  Pilat thanked the board members for the time they donate for the good of the community.

Cannalte entered the meeting at 7:04 p.m.

Secretary’s Report:  Smith motioned, Cannalte seconded that the Board approve the minutes of the Regular Meeting held on October 19, 2016 as presented.  All Ayes.  No Nays.  Motion carried.

Financial Reports and Checks:  Threadgill-Smith, motioned, Cannalte seconded that the Board approve the checks and financial report as presented.  Roll call votes were:  Budzynski-Aye, Cannalte-Aye, Moore-Aye, Pilat-Aye, Smith-Aye and Threadgill-Smith-Aye.  All Ayes.  No Nays.  Motion carried.  Check #24727 payable to Aurico Reports is for background checks.  Check #24730 payable to Republic Services is for waste and recycling services.  On the Chase Business Card Activity report for October 25, 2016 the charges for the purpose of Staff & Board Development under Frank Novak are for the following:

  • Coopers Hawk Winery – Gift card for a staff member’s 10-year anniversary
  • Huntley Area Chamber – Legislative Breakfast State of the State
  • Lorenn’s Hallmark – Card for staff member’s retirement
  • TLF Huntley Floral – Flower arrangement for staff member’s retirement
  • Warehouse Direct – Cleaning supplies

Moore would like to see the Warehouse Direct invoice.  Several accounts with The Illinois Funds have been closed out to save on administrative fees.

Monthly Income/Expense Report (Discussion):  There was no discussion.

Individuals in attendance at tonight’s meeting posed for the Mannequin Challenge.

Librarian’s Report:  Presented by Novak.

Personnel:  Donna Klehr has been named the new Circulation Supervisor.  Her first day in the position will be November 21st.  Novak distributed a 2017 Staff Institute Proposal for consideration and discussion at a later date.  In this proposal, the library would charter a bus and take staff and trustees to the American Library Association Annual Conference exhibits in Chicago on June 26, 2017.  Anyone interested in running for the library board in April 2017 needs to file all forms at the library during the period from December 12, 2016 through December 19, 2016.  Starting with this election the library will not be providing “courtesy packets” to prospective candidates for library trustee.  The library has 5 open seats: 3 4-year terms and 2 unexpired 2-year terms.  As in the past, the library would welcome any library trustees who would be interested in being a greeter at the Very Merry Huntley event.

Facilities/Operations:  There was no additional report.

Community/Fundraising:  There was no additional report.

Circulation/Program Usage:  There was no additional report.

RAILS Library System Report:  There was no additional report.

Committee Reports:

Policy & Personnel:  There was no report.

Finance:  There was no report.

Facilities:  There was no report.

Community Outreach:  There was no report.

Friends’ Liaison:  Presented by Smith.  The book sale raised over $400.  Breakfast was provided for staff on November 16th to thank them for all they do to support the Friends.  The first Friends Foundation Jewelry Sale raised a little over $500.  Holiday Baskets will be set up and tickets available beginning Friday, November 18th.  The Holiday Luncheon will be December 7th.  The Giving Tuesday letters have been mailed.

New Business:

Levy Ordinance, Ordinance 2016-4:  Threadgill-Smith motioned, Budzynski seconded that the Board approve Ordinance No. 2016-4: An Ordinance Providing for the Levying and Assessment of Taxes by the Huntley Area Public Library District, McHenry and Kane Counties, Illinois, for the Fiscal Year Beginning July 1, 2016 and Ending June 30, 2017.  Roll call votes were:  Budzynski-Aye, Cannalte-Aye, Moore-Aye, Pilat-Aye, Smith-Aye and Threadgill-Smith-Aye.  All Ayes.  No Nays.  Motion carried.

Old Business:  There was no Old Business.

The Board noted comments on social media about the library’s circulation policies.  No further action was taken.

Executive Session:  There was no Executive Session.

Upcoming Dates:  The next Regular Monthly Board Meeting of the Board of Trustees will be Wednesday, December 21, 2016 at the Huntley Area Public Library District at 7:00 p.m.

Board Discussion:

Per Capita Grant, Serving Our Public Chapter 6 Review:  Presented by Porsch.  As a part of the library’s FY 2016-2017 Per Capita Grant application through the State of Illinois, the Board reviewed Chapter 6, “Access Standards” of Serving Our Public 3.0: Standards for Illinois Public Libraries, 2014 and discussed the library’s progress toward meeting the standards.

Board Retreat Agenda:  An agenda for the December 3rd retreat was distributed and reviewed.

Adjourn:  Moore motioned, Smith seconded to adjourn the meeting at 7:53 p.m.  All Ayes.  No Nays.  Motion carried.
