Minutes of the Regular Meeting 

September 19, 2018 

 

 

Call to Order:  A regular meeting of the Board of Trustees of the Huntley Area Public Library District was held in the Program Room at the Huntley Area Public Library District, 11000 Ruth Road, Huntley, IL 60142 on September 19, 2018.  President Budzynski called the meeting to order at 5:30 p.m. 

Attendance: 

Trustees Present:  Chris Budzynski, Shannon McKibben, David Moore, David Novalinski, Marjorie Smith and Leslie Threadgill-Smith 

Trustees Absent:  Sean Cratty 

Library Staff Present:  Frank Novak, Library Director; Loralei Getty, Business Manager; Pamela Kampwerth, Head of Circulation and Outreach Services; Leigh Ann Porsch, Head of Marketing and Public Relations 

Visitors Present:  Paul Inserra, McClure Inserra & Company Chartered; Johnathon Kuzynowski, Wold Ruck Pate 

Public Comments:  There were no public comments. 

Presentation of Library Audit by Paul Inserra:  Paul Inserra, of McClure Inserra & Company Chartered, reviewed the financial statements and operational matters of the Huntley Area Public Library District for the fiscal year ended June 30, 2018, which included a clean opinion letter. 

Inserra left at 5:44 p.m. 

Secretary’s Report:  Threadgill-Smith motioned, Novalinski seconded that the Board approve the minutes of the Budget and Appropriations Ordinance Hearing held on August 15, 2018 as presented.  All Ayes.  No Nays.  Motion carried. 

McKibben motioned, Threadgill-Smith seconded that the Board approve the minutes of the Regular Meeting held on August 15, 2018 as presented.  All Ayes.  No Nays.  Motion carried. 

Financial Reports and Checks:  McKibben motioned, Novalinski seconded that the Board approve the checks and financial report for August 2018 as presented.  Roll call votes were:  Budzynski-Aye; McKibben-Aye, Moore-Aye, Novalinski-Aye, Smith-Aye and Threadgill-Smith-Aye.  All Ayes.  No Nays.  Motion carried.  Check #26460 payable to Karin Thogersen in the amount of $550.67 is for a collection of Teen Tuesday invoices. 

Monthly Income/Expense Report (Discussion):  Trustees reviewed the Income/Expense Report-August 2018 and there were no questions or comments. 

Librarian’s Report:  Presented by Novak. 

Novak is proposing that the library levy 4.9% over last year’s tax extension.  This percentage amount will capture new growth in the district that occurred last year and it stays below the threshold for Truth in Taxation hearings and publications.  As discussed with our auditor, Paul Inserra, Novak is recommending transferring $100,000 from the library’s Operating Fund to the Special Reserve Fund. 

Committee Reports: 

Policy & Personnel:  There was no report. 

Finance:  There was no report. 

Facilities:  A meeting is scheduled for September 19, 2018 at 6:45 p.m. to provide a Core Planning Group progress update. 

Friends’ Liaison:  Presented by Kampwerth.  The 2018 Fall Fest Book Sale will be September 21-23.  The Friends will begin using the Chip In app where a phone can be used to pay for purchasing books.  The October meeting, Friends Annual Luncheon and Friends of Libraries Week Celebration will take place on October 19th.  The Very Merry Holiday Basket Committee is beginning to meet. 

Kampwerth left the meeting at 5:57 p.m. 

New Business: 

Transfer of Funds From Operating Fund to Special Reserve Fund:  McKibben motioned, Novalinski seconded that the Board approve a transfer of $100,000 from the Operating Fund to the Special Reserve Fund.  Roll call votes were:  Budzynski-Aye; McKibben-Aye, Moore-Aye, Novalinski-Aye, Smith-Aye and Threadgill-Smith-Aye.  All Ayes.  No Nays.  Motion carried. 

Old Business/Unfinished Business:  The Crystal Lake Public Library (CLPL) recently became an official Passport Acceptance Facility.  Applicants must bring a passport photo to the CLPL.  Threadgill-Smith would like to revisit offering this service at the Huntley Area Public Library District.  The library currently has two notaries on staff.  It is not promoted to patrons that the library offers notary services at no charge.  The library’s designation as a FamilySearch Affiliate Library was approved two week ago.  At this time, the staff is learning the website.  The library will promote this service to the public after the staff is trained on navigating the website.  Access to this site is being granted from within the library. 

Upcoming Dates:  The next Regular Monthly Board Meeting of the Board of Trustees will be Wednesday, October 17, 2018 at the Huntley Area Public Library District at 5:30 p.m. 

Board Discussion:   

Board Retreat:  A board retreat has been tentatively scheduled on Saturday, December 1 from 8 a.m. to 1 p.m. 

Tax Levy Rate:  The board discussed reducing the library levy below 4.9% over last year’s tax extension since the library typically does not actually receive 4.9% due to limiting as a result of PTELL.  Following the discussion, the general consensus of the board is to continue to levy for a 4.9% increase over last year’s tax extension.  The Huntley School District is working on legislation because taxing body’s are potentially losing money on property tax corrections.  They are looking to put controls in place to recapture the money lost.  The library has not experienced homeless people spending time in and around the library.
