Minutes of the Regular Meeting
September 21, 2022
Call to Order: A regular meeting of the Board of Trustees of the Huntley Area Public Library District was held in Program Room 1 at the Huntley Area Public Library District, 11000 Ruth Road, Huntley, IL 60142 on September 21, 2022. President Budzynski called the meeting to order at 5:35 p.m.
Trustees Present: Vito Benigno, Chris Budzynski, Shannon McKibben, Marjorie Smith and Leslie Threadgill-Smith
Trustees Absent: Sean Cratty and Katie Kunde
Library Staff Present: Frank Novak, Library Director; Loralei Getty, Business Manager; Pamela Kampwerth, Head of Programming & Outreach Services
Visitors Present: Paul Inserra, ATA Group, LLP
Public Comments: There were no public comments.
Presentation of Audit by Paul Inserra, CPA: Paul Inserra, of ATA Group, LLC, reviewed the financial statements and operational matters of the Huntley Area Public Library District for the fiscal year ended June 30, 2022, which included a clean opinion letter.
Inserra left the meeting at 5:55 p.m.
Secretary’s Report: McKibben motioned, Smith seconded that the Board approve the minutes of the Regular Meeting held on August 17, 2022 as presented. Four Ayes. No Nays. One Abstain. Motion carried.
Financial Reports and Checks: McKibben motioned, Threadgill-Smith seconded that the Board approve the checks and financial report for August 2022 as presented. Roll call votes were: Benigno-Aye; Budzynski-Aye; McKibben-Aye; Smith-Aye and Threadgill-Smith. All Ayes. No Nays. Motion carried.
Monthly Income/Expense Report (Discussion): Trustees reviewed the Income/Expense Report-August 2022 and there were no questions.
Library Director’s Report: Presented by Novak. The board will be asked to approve the Budget and Appropriations Ordinance for Fiscal Year 2022-2023 tonight. Election materials were distributed. These materials came directly from the McHenry County Clerk’s office. There is no link to the materials on the McHenry County Clerk’s website, but the 2023 Candidate’s Guide is there and some other helpful resources. Novak is recommending a transfer of $500,000 from the Operating Fund to the Special Reserve Fund. The Special Reserve Fund Ordinance was included in the board meeting packet for reference purposes. The Regular October Board Meeting will be held in Program Room 3. The tax levy schedule has been included in the board meeting packet. Depending on how the board wishes to move forward with the tax levy, the library might be required to comply with the Truth in Taxation Act. Novak would like to set up a meeting date and time with the Finance Committee to discuss the tax levy. The carrier for the library’s cyber liability insurance was changed to increase the coverage
Policy: There was no report.
Finance: There was no report.
Facilities: There was no report.
Friends’ Liaison: Presented by Kampwerth. The Friends continue to prepare for Fall Fest. Culver’s Fundraising Night will be on October 10, 2022. The Annual Friends Celebration Luncheon will be on Friday, October 21, 2022. National Friends of the Libraries Week is October 16-22. The holiday baskets will be on display starting November 18, 2022. The National Day of Giving will be on November 29, 2022.
Approval of FY 2022-2023 Budget and Appropriation Ordinance: As required by law, a hearing notice was published in the newspaper and a copy of the tentative ordinance was made available for review at the front desk here at the library. Benigno motioned, McKibben seconded that the Board approve the Ordinance Providing for Budget and Appropriations of the Huntley Area Public Library District, McHenry and Kane Counties, Illinois for the Fiscal Year Beginning July 1, 2022 and Ending June 30, 2023, in the amount of $11,008,351 as presented. Roll call votes were: Benigno-Aye; Budzynski-Aye; McKibben-Aye, Smith-Aye and Threadgill-Smith-Aye. All Ayes. No Nays. Motion carried.
Transfer from Operating Fund to Special Reserve Fund: Novak is recommending a transfer of $500,000 from the Operating Fund to the Special Reserve Fund. Once funds are transferred to the Special Reserve Fund, those monies become subject to the Special Reserve Fund Ordinance. This ordinance outlines the uses for Special Reserve Fund dollars. Paul Inserra felt $500,000 was a reasonable amount to transfer. Threadgill-Smith motioned, McKibben seconded that the Board approve transferring $500,000 from the Operating Fund to the Special Reserve Fund. Roll call votes were: Benigno-Aye; Budzynski-Aye; McKibben-Aye, Smith-Aye and Threadgill-Smith-Aye. All Ayes. No Nays. Motion carried.
Old Business: The Finance Committee will meet on Wednesday, October 12th at 4 p.m. to discuss the tax levy.
Upcoming Dates: The next Regular Monthly Board Meeting of the Board of Trustees will be Wednesday, October 19, 2022 at 5:30 p.m.
Board Discussion: The law has changed to allow libraries to have alcohol on the premises. Novak distributed an Alcohol Policy which includes an Event Application. The Policy Committee will meet on Wednesday, October 12, 2022 at 4:30 p.m. to discuss the proposed Alcohol Policy and review policies on the three year review cycle.
