Minutes of the Regular Meeting

October 15, 2025

 

 

 

Call to Order: A regular meeting of the Board of Trustees of the Huntley Area Public Library District was held in Program Room 3 at the Huntley Area Public Library District, 11000 Ruth Road, Huntley, IL 60142 on October 15, 2025.  President Threadgill-Smith called the meeting to order at 5:30 p.m.

 

Attendance:

Trustees Present: Linda Benigno, Sandy Domagalski, Katie Kunde, Jerry Reedy, John Schmelzer, Leslie Threadgill-Smith, and Stephanie Weil

Trustees Absent: None

Library Staff Present: Loralei Getty, Business Manager

 Visitors Present: Anay Menta, Marjorie Smith, and Natalia Tokakska

 

Pledge of Allegiance: President Threadgill-Smith led the Pledge of Allegiance.

 

Public Comments: There were no public comments.

 

Secretary’s Report: Domagalski motioned, Kunde seconded that the Board approve the minutes of the Regular Meeting held on September 17, 2025 as presented.  All Ayes.  No Nays.  Motion carried.

 

Financial Reports and Checks: Benigno motioned, Reedy seconded that the Board approve the checks and financial report for September 2025 as presented.  Roll call votes were: Benigno-Aye; Domagalski-Aye; Kunde-Aye; Reedy-Aye; Schmelzer-Aye; Threadgill-Smith-Aye; Weil-Aye.  All Ayes.  No Nays.  Motion carried.

 

Monthly Income/Expense Report (Discussion): Trustees reviewed the Income/Expense Report-September 2025 and there were no questions.

 

Library Director’s Report: Presented by Threadgill-Smith.  Baker & Taylor, a major library book supplier, is closing.  The library will move to other vendors.  The Huntley Area Chamber of Commerce’s State of Huntley event will be on February 24, 2026.  Current and upcoming developments in Huntley will be discussed.  This event is not open to the public.  Board members can attend.  Let Novak know if you’re interested in attending.

 

Committee Reports:

Policy: There was no report.

Finance: There was no report.

Facilities: There was no report.

Friends’ Liaison: Presented by Smith. National Friends of Libraries Week in 2025 will be celebrated from October 19 to October 25.  The Friends are working on the Holiday Basket Fundraiser which runs November 21 through December 18.  Winners will be announced on December 19 at the General Meeting.  Also, the December Book Sale is December 6-7.  Santa will make an appearance.

 

New Business: National Volunteer Week is in April.  This is an annual event where volunteers are celebrated for their contributions.  National Friends of Libraries Week is in October.  This is an annual event to promote Friends groups in the community, raise awareness, and encourage membership.

The Huntley Area Public Library will be hosting an open house on October 17, 2025, where light refreshments will be served.

 

Old Business: There was no Old Business.

 

Upcoming Dates: The next Regular Monthly Board Meeting of the Board of Trustees will be Wednesday, November 19, 2025 at 5:30 p.m.

 

Board Discussion:

 

2025 Tax Levy: Novak recommends a levy increase of 4.9% over last year’s levy extension.  This would capture both the PTELL increase of 2.9% and some of the new growth in the library district.  This increase would not trigger the Truth in Taxation Act requiring the publishing of a black border notice of the public hearing in the newspaper and a public hearing before approving the levy ordinance.  Following a discussion, Novak will be asked to provide a list of what percentage the other governing bodies in Huntley will be requesting and to show the levy increase difference between a 4.9%, 6%, 7%, 8%, 9%, and 10% increase over last year’s levy extension.  The discussion will continue at the November Regular Board Meeting.

Adjourn: Reedy motioned, Benigno seconded to adjourn the meeting at 6:15 p.m.  All Ayes.  No Nays.  Motion carried.
