Minutes of the Regular Meeting 

November 15, 2023 

 

Call to Order: A regular meeting of the Board of Trustees of the Huntley Area Public Library District was held in Program Room 3 at the Huntley Area Public Library District, 11000 Ruth Road, Huntley, IL 60142 on November 15, 2023.  President Budzynski called the meeting to order at 5:30 p.m. 

Attendance: 

Trustees Present: Chris Budzynski, Sandy Domagalski, Stephanie Duncan, Katie Kunde, Shannon McKibben, and Leslie Threadgill-Smith 

Trustees Absent: Stephanie Weil 

Library Staff Present: Frank Novak, Library Director; Loralei Getty, Business Manager; Pamela Kampwerth, Head of Programming & Outreach Services; Douglas Cataldo, Head of Marketing & Public Relations; Elizabeth Steffensen, Head of Public Services 

Visitors Present: Marjorie Smith 

Pledge of Allegiance: President Budzynski led the Pledge of Allegiance. 

Public Comments: There were no public comments. 

Secretary’s Report: Threadgill-Smith motioned, Duncan seconded that the Board approve the minutes of the Regular Meeting held on October 18, 2023 as amended.  All Ayes.  No Nays.  Motion carried. 

Financial Reports and Checks: Threadgill-Smith motioned, McKibben seconded that the Board approve the checks and financial report for October 2023 as presented.  Roll call votes were: Budzynski-Aye, Domagalski-Aye, Duncan-Aye, Kunde-Aye, McKibben-Aye, and Threadgill-Smith-Aye.  All Ayes.  No Nays.  Motion carried.  Check #30526 payable to St. Charles Public Library for $21.74 is for the Big Financial Zoom program.  Check #30575 payable to Michael Del Re for $350 is for Take a Photo with Santa. 

Monthly Income/Expense Report (Discussion): Trustees reviewed the Income/Expense Report-October 2023 and there were no questions. 

Library Director’s Report: Presented by Novak.  The October 24, 2023 Special Board Meeting minutes will be on the agenda in December 2023 for a vote.  The October 24, 2023 Decennial Committee Meeting minutes will be approved at the next Decennial Committee meeting in January 2024.  The library can spend up to $3,000 on a post-holiday party for board members and staff with more money available if needed.  Congratulations to the Friends for reaching the Friends Million Dollar Friend Campaign. 

Committee Reports: 

Policy: A meeting was held on November 8th at 5:35 and the language was worked on for the Paid Leave for All Workers Act and modifying existing leave policies. 

Finance: There was no report. 

Facilities: There was no report. 

Friends’ Liaison: Presented by Kampwerth.  The Friends received $1,500 from the Fall Fest Foundation.  Fall Fest raised a total of $5,000.  Holiday Baskets are on display and the fundraiser begins Friday, November 17th.  The next general meeting will be on Friday, November 17th.  The Friends received $7.42 in pennies for Giving Tuesday.  The Friends raised one million dollars to support the library and President Budzynski congratulated the Friends Foundation on achieving such a significant milestone. 

New Business: 

Levy Ordinance Approval:  The tax levy ordinance is at a rate of 7% over last year’s extension.  McKibben motioned, Kunde seconded that the Board approve An Ordinance Providing for the Levying and Assessment of Taxes by the Huntley Area Public Library District, McHenry and Kane Counties, Illinois, for the Fiscal Year Beginning July 1, 2023 and Ending June 30, 2024 as presented.  Roll call votes were: Budzynski-Aye, Domagalski-Aye, Duncan-Aye, Kunde-Aye, McKibben-Aye, and Threadgill-Smith-Nay.  Five Ayes.  One Nay.  Motion carried. 

Library User Suspensions Notice of Trespass Warning:  Two patrons were caught on video stealing books from the Corner Books sales display.  The library contacted the Huntley Police Department about the matter and they responded by issuing trespass warnings to the two patrons.  This is one patron’s third offense for theft from the library and has been suspended in the past for one-year for her first offense and three-years for her second offense.  This was the other patron’s first offense.  Threadgill-Smith motioned, Kunde seconded that the Board approve a five-year suspension for one patron with multiple offenses and a one-year suspension for the other patron.  Roll call votes were: Budzynski-Aye, Domagalski-Aye, Duncan-Aye, Kunde-Aye, McKibben-Aye, and Threadgill-Smith-Aye.  All Ayes.  No Nays.  Motion carried.   

Old Business: There was no Old Business. 

Upcoming Dates:  The next Regular Monthly Board Meeting of the Board of Trustees will be Wednesday, December 20, 2023 at 5:30 p.m. 

Board Discussion: There was no discussion. 

Executive Session: There was no Executive Session 

Items from Executive Session for Action: None 

Adjourn: McKibben motioned, Duncan seconded to adjourn the meeting at 6:45 p.m.  All Ayes.  No Nays.  Motion carried.
