Minutes of the Regular Meeting
January 15, 2025
Call to Order: A regular meeting of the Board of Trustees of the Huntley Area Public Library District was held in Program Room 3 at the Huntley Area Public Library District, 11000 Ruth Road, Huntley, IL 60142 on January 15, 2025. President Budzynski called the meeting to order at 5:30 p.m.
Attendance:
Trustees Present: Chris Budzynski, Sandy Domagalski, Stephanie Duncan, Katie Kunde, Shannon McKibben, Leslie Threadgill-Smith, and Stephanie Weil
Trustees Absent: None
Library Staff Present: Frank Novak, Library Director and Loralei Getty, Business Manager; Pamela Kampwerth, Head of Programming & Outreach Services
Visitors Present: Linda Benigno
Pledge of Allegiance: President Budzynski led the Pledge of Allegiance.
Public Comments: There were no public comments.
Secretary’s Report: McKibben motioned, Kunde seconded that the Board approve the minutes of the Executive Session held on November 20, 2024 as presented. All Ayes. No Nays. Motion carried.
McKibben motioned, Threadgill-Smith seconded that the Board approve the minutes of the Regular Meeting held on December 18, 2024 as presented. All Ayes. No Nays. Motion carried.
Financial Reports and Checks: Threadgill-Smith motioned, Duncan seconded that the Board approve the checks and financial report for December 2024 as presented. Roll call votes were: Budzynski-Aye; Domagalski-Aye; Duncan-Aye; Kunde-Aye; McKibben-Aye; Threadgill-Smith-Aye; Weil-Aye. All Ayes. No Nays. Motion carried.
Monthly Income/Expense Report (Discussion): 4000-60 Developer Donations are at 300% of the FY 24-25 budget and 4000-80 Interest Income is at 867.10% of the same budget. These numbers will not be sustainable. Novak will review investment options for the additional revenue. All library investments are limited as defined in the Illinois Public Funds Investment Act. Trustees reviewed the Income/Expense Report-December 2024 and there were no questions.
Library Director’s Report: Presented by Novak. At its November 21, 2024 board meeting, the Village of Huntley approved a new ordinance for the use of e-bikes and powered scooters. This ordinance covers the library’s property, so Novak does not recommend that the library enact its own policy related to e-bikes and powered scooters on library property. The library’s Post-Holiday Party will be held on Friday, January 17, 2025 at Pinecrest Golf Club beginning at 5:30 p.m.
Committee Reports:
Policy: There was no report.
Finance: There was no report.
Facilities: There was no report.
Friends’ Liaison: Presented by Kampwerth. The Friends’ fiscal year ended on December 31, 2024, and they raised $52,000. The Baubles and Bling fundraiser will be held on February 8, 2025. The next book sale will be on March 15-16, 2025.
New Business: There was no New Business.
Old Business: There was no Old Business.
Upcoming Dates: The next Regular Monthly Board Meeting of the Board of Trustees will be Wednesday, February 19, 2025 at 5:30 p.m.
Board Discussion:
Board Retreat: The library board decided to forgo a retreat for now but is not opposed to having a meeting should the need arise.
Benigno, Getty and Kampwerth left the meeting at 5:51 p.m.
Executive Session: McKibben motioned, Duncan seconded for the Library Board to convene in an Executive Session at 5:51 p.m. under the exception of the Open Meetings Act ILCS Chapter 5, Act 120, Section 120/2, whether for purposes of approval by the body or semi-annual review of the minutes. Roll call votes were: Budzynski-Aye; Domagalski-Aye; Duncan-Aye; Kunde-Aye; McKibben-Aye; Threadgill-Smith-Aye and Weil-Aye. All Ayes. No Nays. Motion carried.
The Board left the Executive Session at 5:56 p.m.
