Minutes of the Regular Meeting 

April 19, 2023 

 

Call to Order: A regular meeting of the Board of Trustees of the Huntley Area Public Library District was held in Program Room 3 at the Huntley Area Public Library District, 11000 Ruth Road, Huntley, IL 60142 on April 19, 2023.  President Budzynski called the meeting to order at 5:31 p.m. 

Attendance: 

Trustees Present:  Vito Benigno, Chris Budzynski, Katie Kunde, Shannon McKibben, Marjorie Smith and Leslie Threadgill-Smith 

Trustees Absent:  None 

Library Staff Present:  Frank Novak, Library Director; Loralei Getty, Business Manager; Pamela Kampwerth, Head of Programming & Outreach Services; Douglas Cataldo, Head of Marketing & Public Relations 

Visitors Present: Stephanie Weil, Resident; Gina Galligan, Resident; Patrick Galligan, Resident; Stephanie Duncan, Resident; Dani Athans, Resident; Jill Cataldo, Resident 

Pledge of Allegiance: President Budzynski led the Pledge of Allegiance. 

Public Comments: Never seen a finer library and so proud of this library. 

Secretary’s Report: McKibben motioned, Smith seconded that the Board approve the minutes of the Regular Meeting held on March 15, 2023 as presented.  All Ayes.  No Nays.  Motion carried. 

Financial Reports and Checks: Benigno motioned, Threadgill-Smith seconded that the Board approve the checks and financial report for March 2023 as presented.  Roll call votes were: Benigno-Aye; Budzynski-Aye; Kunde-Aye; McKibben-Aye; Smith-Aye and Threadgill-Smith-Aye.  All Ayes.  No Nays.  Motion carried.   

Monthly Income/Expense Report (Discussion): Trustees reviewed the Income/Expense Report-March 2023 and there were no questions. 

Library Director’s Report: Presented by Director Novak.  Director Novak gave a presentation showing some history of the Huntley Area Public Library District (HAPLD) and a comparison with a neighboring library that has access to greater resources.  HAPLD only has a single operational levy for the Corporate Fund.  As a result of the library’s history, HAPLD does not levy all various tax funds available to the district.  While this is good news for the taxpayers in our district, HAPLD lags other libraries who do levy for all various tax funds available to their district.  The sustainability of HAPLD for the future will be a focal point for the Strategic Plan for 2023.  The library will not be attending the ALA Conference exhibits in June.  ALA no longer has full exhibit hours on Friday or Monday.  On Friday, exhibits are open from 5:30 p.m. to 7 p.m.  On Monday, the exhibits are open from 9 a.m. to 2 p.m. 

Committee Reports: 

Policy: There was no report. 

Finance: There was no report. 

Facilities: There was no report. 

Friends’ Liaison: Presented by Kampwerth. Culver’s Fundraiser Night raised $950.  The Breakfast Fundraiser, on May 10th, sold 51 tickets and raised $4,000.  During the month of May, the Friends Foundation will display art canvases depicting scenes from historic Huntley.  As part of the Local History Art Gallery Fundraiser, these canvases can be purchased for $175 after May 31st. 

New Business: There was no New Business. 

Old Business: There was no Old Business. 

Upcoming Dates: The next Regular Monthly Board Meeting of the Board of Trustees will be Wednesday, May 17, 2023 at 5:30 p.m. 

Board Discussion:  

Board Appointments: Sean Cratty’s resignation was declared by the board officially at the March Regular Board Meeting on March 15, 2023.  The Board of Trustees of the library has 90 days from March 15, 2023, to make an appointment for the vacancy.  If the Illinois State Library has not received information that a reported vacancy has been filled, the State Librarian shall appoint an individual to fill the vacancy.  To date, there are 5 candidates applying for the board vacancy.  Trustees would like to conduct interviews with all candidates applying for the board vacancy on May 3rd beginning at 5:30 p.m. and continuing May 8th beginning at 5:30 p.m.  Each interview session will last approximately 15 minutes.  Smith will be resigning at the May Regular Board Meeting on May 17, 2023.  The Board of Trustees of the library will have 90 days from May 17, 2023, to make an appointment for the vacancy.   

Decennial Committee: The library will continue to look for two members of the public from the library’s district to serve on the Decennial Committee.  A model resolution was included in this month’s packet.  This resolution could be used to meet the statutory obligation to form the committee by the June 10th deadline, even if the committee does not actually meet for the first time by June 10th 

Appointment of Nominating Committee:  Threadgill-Smith and Kunde were appointed to the nominating committee. 

Executive Session: There was no Executive Session. 

Items from Executive Session for Action: None 

Adjourn: Kunde motioned, Threadgill-Smith seconded to adjourn the meeting at 6:36 p.m.  All Ayes.  No Nays.  Motion carried.
