Minutes of the Regular Meeting

November 20, 2024

 

Call to Order: A regular meeting of the Board of Trustees of the Huntley Area Public Library District was held in Program Room 3 at the Huntley Area Public Library District, 11000 Ruth Road, Huntley, IL 60142 on November 20, 2024. President Budzynski called the meeting to order at 5:30 p.m.

Attendance:

Trustees Present: Chris Budzynski, Sandy Domagalski, Stephanie Duncan, Katie Kunde, Shannon McKibben, Leslie Threadgill-Smith, and Stephanie Weil

Trustees Absent: None

Library Staff Present: Frank Novak, Library Director and Loralei Getty, Business Manager; Pamela Kampwerth, Head of Programming & Outreach Services

Visitors Present: Vito Benigno, Linda Benigno, Marjorie Smith, Alina Zaidi, and Hanni Pramodia

Pledge of Allegiance: President Budzynski led the Pledge of Allegiance.

Public Comments: There were no public comments.

Secretary’s Report: McKibben motioned, Kunde seconded that the Board approve the minutes of the Executive Session held on September 18, 2024 as presented. All Ayes. No Nays. Motion carried.

McKibben motioned, Threadgill-Smith seconded that the Board approve the minutes of the Regular Meeting held on October 16, 2024 as amended. All Ayes. No Nays. Motion carried.

Financial Reports and Checks: Duncan motioned, Weil seconded that the Board approve the checks and financial report for October 2024 as presented. Roll call votes were: Budzynski-Aye; Domagalski-Aye; Duncan-Aye; Kunde-Aye; McKibben-Aye; Threadgill-Smith-Aye; Weil-Aye. All Ayes. No Nays. Motion carried.

Monthly Income/Expense Report (Discussion): Trustees reviewed the Income/Expense Report-October 2024 and there were no questions.

Library Director’s Report: Presented by Novak. The Village of Huntley denied the library a permit for construction of the outdoor story time seating area because village officials are concerned that there could be a drainage issue. The library will revisit the outdoor story time seating area project in the spring of 2025. The Village of Huntley still needs to inspect the EV charging stations. The required parking space signs for the EV charging stations have been ordered. Interviews for the Head of Programming position have begun and there are seven candidates. This candidate pool will be narrowed down to two candidates and then have a second interview for those two candidates. Thank you to Vito and Linda Benigno for donating a basket for the Friends Foundation Basket Raffle.

Committee Reports:

Policy: There was no report.

Finance: There was a meeting tonight at 5 p.m. to discuss the 2024 Tax Levy. The committee is recommending a 4.25% tax rate to the board..

Facilities: There was no report.

Friends’ Liaison: Presented by Kampwerth. The holiday baskets are on display. The Giving Tuesday plea was mailed this week.

Levy Ordinance Approval: McKibben motioned, Kunde seconded that the Board approve An Ordinance Providing for the Levying and Assessment of Taxes by the Huntley Area Public Library District, McHenry and Kane Counties, Illinois, for the Fiscal Year Beginning July 1, 2024 and Ending June 30, 2025 at a rate of 4.25% over last year’s extension. Roll call votes were: Budzynski-Aye, Domagalski-Aye, Duncan-Aye, Kunde-Aye, McKibben-Aye, Threadgill-Smith-Aye, Weil-Aye. All Ayes. No Nays. Motion carried.

Old Business: There was no Old Business.

Upcoming Dates: The next Regular Monthly Board Meeting of the Board of Trustees will be Wednesday, December 18, 2024 at 5:30 p.m.

Board Discussion:

Post-Holiday Party: Two staff surveys have been conducted. The staff would like to have the party off-site and somewhere else than last year. The library will pay for the staff member plus one guest. Novak is anticipating a cost of $4,000 but will have more information at the December Regular Board Meeting.

Village of Huntley Proposed New Ordinance Related to Electric Bikes & Electric Scooters: The library will wait until the outcome of the vote at the next Village Board meeting to decide whether the library will need to prepare a new policy.

Executive Session: Threadgill-Smith motioned, Duncan seconded for the Library Board to convene in an Executive Session at 5:56 p.m. under the exception of the Open Meetings Act ILCS Chapter 5, Act 120, Section 120/2 for the purpose of the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. Roll call votes were: Budzynski-Aye; Domagalski-Aye; Duncan-Aye; Kunde-Aye; McKibben-Aye; Threadgill-Smith-Aye; Weil-Aye. All Ayes. No Nays. Motion carried

Getty, Kampwerth, Vito Benigno, Linda Benigno, Zaidi, Pramodia and Smith left the meeting at 5:56 p.m.

The Board left the Executive Session at 6:36 p.m.

Adjourn: Threadgill-Smith motioned, McKibben seconded to adjourn the meeting at 6:37 p.m. All Ayes. No Nays. Motion carried.
